To turn cookies on in Internet Explorer - Select Tools>Internet Options>Click the Privacy Tab,

Close all Browser Windows and restart Internet Explorer.

To turn cookies on for Mozilla/Netscape - Select Edit>Preferences>Privacy and Security>Cookies, then enable all.
Close all Browser windows and restart your browser.
